As mentioned before, it can be discovered that Dell regards China as an important market to complete its enterprise transformation. In order to promote transformation successfully in China, in 2013, Dell changed its division strategy from client-based to district-based and had different priorities in the southwest and northeast districts according to different local conditions. China is a country with huge territorial areas and in various areas; the developments are at different stages. Therefore the demands of the clients for Dell in these two districts are obviously different. Thus, in these two different districts, Dell built its teams respectively.

In northeast district, Dell’s IT service team focused on serving relatively mature key accounts, for instance, the central government and financial associations. It is considered that most mature financial associations are gathering in the northeast of China. Safe city requires adequate video monitoring cloud storage which can be offered by Dell. However, Chinese enterprise HUAWEI can provide such kind of service as well. In order to help the government simplify the IT processes, Dell decreased operation cost and complexity of the technology, which met the government’s demands. 

In southwest, Chinese government utilised China Western Development strategy to shorten the distance between these two areas, and in this strategy, education promotion was a crucial aspect. Thus Dell paid more attention to education, for instance, Dell team in southwest brought out the “internet-connected classes” which focused on primary and secondary schools in southwest.This demonstrates Dell’s corporate social responsibility. Dell put impact on Chinese socitey’s needs and goals through following local government policy. Moreover, unlike the clients in northeast, in southwest area, Dell put emphasis on Tier 4 and Tier 6 markets. According to IDC data in 2006, it was expected that in the future, the most potential market in China would be Tier 4 and Tier 6 cities since in Tier 1 to Tier 3 cities; the market saturation was more obvious. Accodring to analysis, it can be discovered that even though strategies Dell used in two districts were different, the total guiding ideology was the same: to avoid country risk, specifically, the political risk through winning the trust from government. 

IT industry (including IT service industry) in China, in the light of a summary report published by BSA (Business Software Alliance) in 2011, was influenced by government intervention. Information security and local protectionism, as mentioned before, Chinese enterprise HUAWEI also obtains video monitoring cloud storage ability, are the main entry barriers for Dell IT service business. Therefore in order to deal with country risk, following local goverment policies and corporating with government departments, as well as showing social responsibility in local context, may gain opportunities for Dell to develop its new business in China. Even though Dell transformed from client-based to district-based in China, it still has the target group: small and medium-sized enterprises. As Karen Quintos, the CEO of Dell mentioned, small and medium-sized companies, are not like big enterprises, they are not only sensitive to the price, but also caring about whether the service that Dell offerscan meettheir needs. ThisprovidesDell a chance to focuson improving itsnew capabilities: differentiation and accurate service ability. Overall, these tens of thousands of SMEs are the main target for Dell.
